Offshore Engineering Partnership for Azure Cost Optimization Platform

A New Jersey–based Microsoft Authorized Cloud Partner specializing in Azure migration, managed services, and cloud consulting was building a platform to help its customers manage, monitor, and optimize their cloud spending. In 2017, they initiated internal development of this tool but soon realized they needed an expert engineering partner capable of delivering a robust, scalable, and enterprise-grade product.

1. Challenge

They required an offshore development team that could accelerate delivery, scale quickly, offer strong architectural expertise, and provide onsite support when needed—all while staying cost-efficient.

2. Solution

L&Q partnered with the client to take the project from prototype to production. We provided end-to-end engineering, architecture, and marketplace packaging. Major deliverables included:

Azure Optimiztion Platform - processing Azure billing data
  • Daily billing data sync: Integrated with Azure Billing APIs to extract usage, cost, and resource metadata and kept that data synchronized every day.

  • Organizational mapping: Built hierarchies (departments, cost centers) and mapped resources to owners and teams.

  • Rule-based optimization: Implemented engines to identify underutilized resources and to recommend reserved vs. unreserved instance strategies.

  • Secure stakeholder portal: Developed a role-aware portal for stakeholders to view resources, assign ownership, and review optimization plans.

  • Notifications & accountability: Automated notifications and tracked ownership to ensure actions were taken.

  • Azure Marketplace packaging: Created an installable package and supported marketplace publication and customer onboarding.

  • Onsite support & training: Senior engineers provided onsite implementation assistance and training when required.

Security: The platform used Azure Active Directory (AAD) for authentication and authorization, enabling enterprise SSO, MFA, role-based access control (RBAC), and conditional access policies to meet compliance requirements and protect sensitive billing data.

4. Results & Impact

Over the course of several years, L&Q and the client released multiple product versions and rolled the platform out to enterprise customers. Key outcomes included:
